CONSTRUCTION & REMEDIATION Department of Toxic Substances Control Project Background Previous investigations of the site indicate that from 1905 to 1916 an oil gas manufacturing plant occupied the adjacent PG&E site to the north. By-products of the process include residues comprised of tars, powdered carbon and lampblack, which contain PAHs and volatile organic compounds (VOCs). During construction of military housing, grading operations shifted PAH-contaminated soil into low-lying areas of the proposed housing complex. ERRG prepared various documents including an excavation work plan; a soil management plan, and a quality control and sampling analyses plan. ERRG's work planning documents also included a storm water pollution prevention plan, a site-specific health and safety plan, an emergency utility shut-off and contingency plan, a site grading plan, a landscape restoration plan, a site security plan, a spill prevention plan, and a transportation and traffic control plan. ERRG designed, constructed, and maintained a soil handling/management facility to manage the excavated hazardous and non-hazardous soil prior to load out for off-site disposal. The facility included stockpile areas, a load out area, weigh station, and a truck decontamination area. Excavation depths ranged from approximately 2 feet to 5 feet below grade, and involved a complex network of underground utilities. ERRG successfully completed project tasks on time and under budget while addressing numerous constraints. The work was completed in a residential complex, and included work around active daycare and school facilities. ERRG implemented extensive engineering controls and dust suppression efforts to minimize impacts to people in the work area. Residents were provided relocation for the duration of the project that triggered the need for an expedited schedule to minimize the duration for the displaced residents. |
