Project Background
The Navy has several active Munitions Response Sites located in the Northern California Region. The Navy BRAC PMO West chose to utilize ERRG to perform 3rd party quality assurance (QA) oversight for on-going munitions response projects in conjunction with the NAVEODTECHDIV. This contractual arrangement was endorsed by NOSSA and the State of California. ERRG began conducting field QA oversight activities at Mare Island after the Contract was awarded in 2006. Since January 2007, the Navy has expanded the field QA oversight activities to cover two additional installations. These former military installations include the Former Mare Island Naval Shipyard, Former NASA Flight Facility at Crows Landings, and Former NAS Alameda. Each site possesses numerous Munitions Response Sites currently undergoing Remedial Investigations and Removal Actions. ERRG is functioning as the sole Navy Contractor responsible for conducting 3rd Party QA Oversight at each of these Formerly Used Defense Sites (FUDS).

The QA Oversight services include scheduled and on-call QA oversight of MEC field activities (intrusive investigations and removal actions) and corrective actions, review of field documentation, and requested corrective actions based on results of oversight and field review. An ERRG MEC QA Specialist was present at the locations on a weekly basis conducting QA oversight and documentation review. ERRG prepared daily and weekly QA Audit reports to document the results of the QA activities for the Navy to evaluate the quality of service and ensured compliance with the approved Work Plans, Explosive Safety Submissions, and Health and Safety Plan. ERRG also conducted final inspection/ certification of all MPPEH items deemed Munitions Debris before being shipped to an off sight contractor for destruction. ERRG also provides QA technical support to the Navy during site meetings with State Regulators and other stakeholders. ERRG completed the QA oversight activities at the above three facilities in July, 2007.
