Project Background
The East Bay Municipal Utility District (EBMUD) is a publicly owned multi-purpose agency that supplies drinking water to 30 communities in the San Francisco area and treats wastewater generated by nine of those communities. EBMUD selected ERRG to provide a wide range of environmental services as part of their Environmental Compliance program. Projects to be undertaken may include emergency response, waste characterization and disposal, site assessment, site remediation and restoration, assessment of new environmental regulations, preparation of technical reports and Standard Operating Procedures, engineering support, industrial hygiene support, exposure assessments, and providing solutions to other environmental compliance issues that may arise on a an as-needed basis.

The required services are classified into three very broad categories:

  1. technical report writing,
  2. investigations of various types, and
  3. activities requiring immediate mobilization.

Below is a description of types of assignments that may occur under this contract:

Technical Reports and Plans - ERRG will provide clear and concise technical reports summarizing investigation results, as well as prepare documents to comply with regulatory requirements. Types of reports and plans include:

  • Spill Prevention, Control and Countermeasures plans
  • Risk Assessments
  • Phase I and Phase II reports
  • Industrial Hygiene reports
  • Stormwater Pollution Prevention Plans
  • Standard Operating Procedures
  • Interpretations of Environmental and Health and Safety Regulations
  • Audit Reports

Investigations - ERRG will perform various types of investigations ranging from informal to formal, and from open ended to specific. Examples include:

  • Phase I and Phase II environmental assessments as needed
  • Infiltration and Inflow studies
  • Review of regulatory requirements and applicability to District operations
  • Best Management Practices selection for erosion control, sediment control and dechlorination
  • Evaluation of air, water treatment, and wastewater treatment processes
  • Lead and asbestos identification and remediation
  • Engineering support for the design and construction of fast-track projects that may be necessary to maintain District compliance with environmental laws and regulations
  • Audits of waste disposal facilities that the District may wish to utilize

Activities requiring immediate mobilization - ERRG will provide 24 hours/ 7 days a week response in the event of a release of hazardous materials. Examples of this response type may include:

  • Emergency response to releases of hazardous materials including containment, identification, transportation and disposal activities
  • Pumping and hauling of sewage and sludge from wastewater ponds
  • Environmental Sampling (includes air, water, wastewater, soil)
